TropiClean Fresh Breath goes in the water bowl, no brushing.
It is on the VOHC accepted list for plaque, not tartar.
Tartar already on his teeth is a vet job.

He fights the toothbrush. He never fights the water bowl. TropiClean Fresh Breath is a water additive: no brush, no wrestling, just a dose in the bowl with the daily water change.
What it is
A liquid you add to your dog's drinking water for fresher breath. The listing's ingredients are short: water, glycerin, sodium benzoate, citric acid, cetylpyridinium chloride, zinc gluconate and green tea leaf extract. No xylitol, chlorhexidine or alcohol is on the list. The maker calls it tasteless and odorless, so the bowl looks and smells the same.
What VOHC says
The Veterinary Oral Health Council (VOHC) reviews data from makers and keeps a list of accepted products. TropiClean Fresh Breath is on it for plaque.
VOHC accepts it for plaque (2020). Not tartar.
How to use it
Add the label dose to his water bowl.
Change the water daily and add a fresh dose each time.
Watch the bowl. If he drinks less, go back to plain water.
It rides on the water change you already do.
Where it fits, and where it does not
An additive is a daily helper for breath and plaque. It does not scrape. Brushing is still VOHC's gold standard, and tartar that is already on his teeth is a job for a vet cleaning. If red or bleeding gums, brown buildup, pawing at the mouth or one-sided chewing show up, call the vet.
You want a chew he works through himself. Virbac VeggieDent FR3SH is on VOHC's list for plaque and tartar. See the VOHC-accepted chews, or the Greenies review.
If the toothbrush is a fight, start here. It is the lowest-effort way to put a VOHC-accepted plaque product in front of his teeth every day. Pair it with a vet check, and a brush if he ever lets you.
